What the law says
“No person, firm, corporation, public body, quasi-public body or political subdivision shall transport underground water or surface water from the parish of St. Tammany to any person, firm, corporation, municipality or city located outside of said parish;”
“provided, however, that the provisions of this section shall not be construed to prohibit any person, firm or corporation engaged in the business of selling or furnishing to consumers bottled water from wells which are situated within the said parish.”
Penalty
“Any violation of this law shall be punishable by a fine of not more than five thousand dollars or by a jail sentence of not more than six months, and each day of continued violation shall constitute a separate offense.”
The earliest year in this note is 1968. That's the earliest year the note prints. It doesn't establish when this wording was enacted, took effect or first appeared.

Our reading
One parish's water gets its own criminal statute. Nobody, public or private, may move underground or surface water from St. Tammany Parish to anyone outside the parish, though bottled water from wells in the parish can still be sold. Each day a violation continues counts as a separate offense.
