In plain English
Our reading
The key word is both. Ohio drivers can't have earphones over, or earplugs in, both ears at once while operating a motor vehicle. The section lists exceptions, starting with hearing aids and on-duty police, firefighters and EMS crews, and running through highway maintenance crews, refuse collection crews and motorcyclists wearing hearing protection.
Written by Silly Rules from the quoted text above. It's a plain reading, not legal advice. We haven't researched how courts read this section or how often anyone enforces it.
